Legitimate punishment, feedback, and the enforcement of cooperation

چکیده
In real life, punishment is often implemented only insofar as punishers are entitled to punish and punishees deserve to be punished. We provide an experimental test for this principle of legitimacy in the framework of a public goods game, by comparing it with a classic (unrestricted) punishment institution. A significant advantage of our institution is that it rules out antisocial punishment, a phenomenon which recent studies document to play a key role in undermining the scope for self-governance. Our findings show that, despite the lack of additional monetary incentives to cooperate, the introduction of legitimate punishment leads to substantial efficiency gains, in terms of both cooperation and earnings. Therefore, in businesses and other organizations, this device could successfully deal with the principal-agent problem, with the principal delegating a task to a team of agents. Further, we interestingly find that removing the information over high contributors’ choices only leads to a dramatic decline in cooperation rates and earnings. This result implies that providing feedback over virtuous behavior is necessary to make an institution based on legitimate punishment effective. JEL Classification: C73;C91; D02 ; D63.

Legitimate Punishment, Immunity, and the Enforcement of Cooperation
In the framework of a finitely repeated public goods game with costly punishment options, we introduce a novel restrictive setup where a principle of legitimacy holds, in the sense that only virtuous behavior (that is, being a high contributor) allows one to gain access to sanctioning opportunities (‘entitlement’) and only wrongful behavior (that is, being a low contributor) makes one a potenti...
متن کاملCooperation among strangers under the shadow of the future
We study the emergence of norms of cooperation in experimental economies populated by strangers interacting indefinitely. Can these economies achieve full efficiency even without formal enforcement institutions? Which institutions for monitoring and enforcement facilitate cooperation? Finally, what classes of strategies do subjects employ? We find that, first, cooperation can be sustained even ...
متن کاملCooperation and Punishment under Uncertain Enforcement ∗
This paper investigates the efficacy of a punishment mechanism in promoting cooperative behaviour in a public goods game when enforcement of punishment is uncertain. Experimental studies have found that a sanctioning system can induce individuals to adopt behaviour deemed as socially acceptable. Yet, our experiment shows that a sanctioning system cannot promote cooperative behaviour if enforcem...
متن کاملSustaining Cooperation: Community Enforcement vs. Specialized Enforcement∗
We introduce the possibility of direct punishment by specialized enforcers into a model of community enforcement. Specialized enforcers need to be given incentives to carry out costly punishments. Our main result shows that, when the specialized enforcement technology is suffi ciently effective, cooperation is best sustained by a “one-time enforcer punishment equilibrium,” where any deviation b...
متن کاملEvolution of public cooperation in a monitored society with implicated punishment and within-group enforcement
Monitoring with implicated punishment is common in human societies to avert freeriding on common goods. But is it effective in promoting public cooperation? We show that the introduction of monitoring and implicated punishment is indeed effective, as it transforms the public goods game to a coordination game, thus rendering cooperation viable in infinite and finite well-mixed populations. We al...
